I have had the unpleasant experience of finding human feces on the sidewalk or between cars near my Beacon Hill condo and have filed a 311 complaint at least twice (maybe 3 times) and it has been cleaned up.
But if I file a complaint about trash that hasn't been picked up because whatever - sometimes it is picked up and sometimes not.

Two abodes back, one of my neighbors had the hydrant moved next to the driveway, so there would be a parking space in front of the house and less likelihood that someone would park in the hydrant.
You don't have to be a politician, just a homeowner in a crowded neighborhood.
