There is stuff going on around the statue. The other gate is open and all the little side entrances are open. This one gate was closed (and of course I went over just for that photo with a particular angle at sunset in mind haha.)
I will say though the garden is much nicer if it's spring/summer/fall unless it's snowing. Without all the water and green it's not quite as lovely.

I once saw a peregrine falcon perched on that statue, on George Washington's head.
