People have been playing / skating on that since about 1880. Even Stevie Wonder has seen people skating there. Hell, even I have and I skate like a drunk elephant.

More than 10 years ago but after the Frog Pond opened for skating. That only people with their own skates can skate there makes for more open ice. Also, as the lagoon is only a few feet deep, skating on too thin ice would at most result in wet pants and a bruised ego.
