What are typical ranges of heights that develop for [b]diving[/b] from the bridge, between the bridge and top of the water?... greater than 33 feet/10 meters ?

It depends on how high the water level is.
Consider that the path is about 3-8 feet above the water and the bridge is a 40' climb up from the path.
Methinks the water temperature is more to blame

It is sad that they chose to end their life and possibly traumatize a bunch of people in the process. My condolences to their family.
