From an Asian-Peruvian fusion restaurant in Charlestown to a Colombian eatery in Hyde Park, the Boston Licensing Board today awarded 28 new beer-and-wine and all-alcohol licenses to restaurants across the city, as part of the 225 new licenses granted Boston by the state legislature last year.
This is in addition to nine licenses issued earlier under the new program.
The law limits most of the licenses in perpetuity to the specific Zip codes in which they are awarded over a three-year period. Unlike traditional licenses, which now sell for around $600,000 on the open market, the new licenses cannot be resold but have to be given back to the city for re-use should the restaurants close.
The board also awarded three of its 15 "community spaces" licenses, to the Franklin Park Zoo, the Huntington Theatre and the Jeffries Yacht Club in East Boston. It had earlier awarded one of these licenses to the Substation in Roslindale.
As it had announced earlier, the board took no action on the 15 "golden ticket" unrestricted licenses - which can be resold, used as loan collateral and used anywhere in the city - in an attempt to broaden an applicant pool that now consists of 14 applications, most from neighborhoods that already have significant numbers of liquor licenses, in particular, the North End.
The board set a May 23 deadline for new applications and said its staff would hold regular office hours to assist potential applicants who might not have the money to hire expensive lawyers and consultants.
Aside from East Boston, the board had little trouble awarding the new Zip code licenses because it received fewer applicants than it had licenses to award. The licenses will go into a pool from which the board can now grant new licenses; East Boston restaurants that did not receive a license this round will remain eligible for the next round of approvals.

Thanks for the additional info. Don't understand why they wouldn't apply... they're a sit down, mid-high tier mexican place, not a takeout taqueria, so seems like that business model would beg for a liquor license.

A day after a heated council meeting over declining tax revenue, the city is making donations to a select few businesses.
Sell the licenses to the highest bidder so that the taxpayer gets the benefit.

The city doesn't sell licenses - they literally give them away, regardless of whether they are these restricted licenses or the ones that instantly become worth $600,000. Don't like it? Complain to your state legislators.
The city does charge annual renewal fees based on the number of seats, but that basically just helps pay for the operations of the licensing board.
Besides, the point of the new licenses is not to waste money, but to target economic development, because, and I hope you're sitting down for this, active restaurants with, yes, liquor licenses, don't just draw people to the restaurants, but to the neighborhoods that surround them.
That's one of the reasons the board held up on just handing out the new "golden ticket" unrestricted licenses - a fancy new restaurant on Blue Hill Avenue is going to do more to stimulate the local economy than an existing Italian restaurant on Hanover Street, and they want to find applicants that could bring some of the economic benefits to places that are not the North End or Back Bay.
Another reason for the delay is that one of the board's goals with the new licenses is to help redress the longstanding "generational income" gap between whites and minorities in Boston. I can discuss that in greater detail if you like, but first I need to know if you're seriously interested in the issue or you're just going to risk damaging your keyboard by pounding away and telling me off as a deluded [fill in your insult].

That is a very odd choice for the license in Charlestown. That restaurant is in a very industrial area off of Sullivan Square with the T bus garage and other maintenance buildings around it. It’s also essentially inaccessible on foot from anywhere. Good for the owners for applying but unless they plan to move somewhere with more foot traffic I’m not sure it’s worth it for them to serve booze.

It's not like Westie didn't benefit from the last round of neighborhood restricted licenses - or that there's a real shortage of places to get a drink along Centre Street (and VFW Parkway, for that matter).
