Around 3 p.m. in the little plaza in front of the Staples between State Street and City Hall Plaza. A bystander found the victim in front of the Citizens Bank branch around the corner at State and Congress streets. Injuries not considered life threatening.

Update: No violation by Lucky's, board rules.

When bouncers at Lucky's on Congress Street in the Seaport say that when they told an out-of-town patron he couldn't smoke in the restaurant vestibule, he unleashed a torrent of N-word-laced expletives at an off-duty bouncer who'd stopped by, then spit in his mouth, which led to a fight that ended with the patron on a gurney in a hallway at Mass. General, his jaw wired shut, police and workers told the Boston Licensing Board this morning. Read more.

A developer has proposed replacing an open-air parking lot and Silver Line Way at the end of Congress Street at Starboard Way with a two-wing, 13-story life-sciences lab building and a two-story building aimed at providing STEM training for people from more distant parts of Boston. Read more.

A Kendall Square concern has filed plans with the BPDA to retrofit the curvy 14-story building at 601 Congress St., originally built as the US headquarters of a Canadian insurance company, as lab and office space for the red-hot life-sciences market in Boston. Read more.

The developer of the massive Seaport Square project is seeking BPDA approval to shift an as-yet unbuilt building on Congress Street from residential to office and R&D space and to replace many of the large luxury units it had originally planned on other parcels with "smaller, lower-priced units." No word if somebody's planning on opening an adjoining seafood shack called the Bearded Clam or a hot-dog stand called Sausagefest.

The developer of the Waterside Place residential towers on Congress Street says that after five years, it's been unable to find any start-up incubators or other innovative tenants to lease roughly 3,600 square feet of space it had set aside for "innovation" work space, so it's asking the BPDA to let it lease the space to people the neighborhood actually needs: Veterinarians. Boston firefighters responded to the under-construction side of the Government Center garage complex, where a fire on the 13th floor extended to the 14th floor. Firefighters were ordered off the 14th floor.

Fancy old car on Congress Street

Roving UHub photographer Christine Beaton spotted this Chitty Chitty Bang Bangish car (without wings or Dick van Dyke, though) perched outside Metro Cafe on Congress Street today. That's not all that far from where the Fort Point Channel seal was spotted yesterday. What will tomorrow bring?

The Boston Fire Department reports firefighters responded to 230 Congress St. around 12:45 p.m. for an apparent chemical release that forced the evacuation of the building, sent three firefighters to the hospital for observation and turned downtown into a traffic nightmare. Read more.
