Do union rules prohibit a driver from hopping out and pushing the cart aside?
That would be a 3 min delay, not a 15.
How about OSHA rules?
OSHA doesn't have jurisdiction over public sector workers.
But, yeah, there are a lot of reasons to not get out and clear the cart - the third rail, the train setting off on a solo journey, etc.
